At present, Government agencies do not have a scalable and disaster tolerant communication mechanism for alerting people in a timely manner about emergencies such as tornados, hurricanes, fires, or terrorist attacks. For example, current solutions can send alert messages to few thousand citizens per hour, which is grossly inadequate in large cities.
Likewise, people do not have a way knowing when to tune to emergency message systems. For example, in 2005, a tsunami evacuation message posted during the night in San Diego, CA was heard by people the next day morning.
